Capitals are special types of Settlements that cannot be built - instead, the world will spawn with them already placed - they can be upgraded like Settlements and will function largely the same as Settlements, including level requirements for Buildings
The big difference about Capitals is that they're visually unique enable the owner to benefit from Taxes
There are two types of Capital within Bastion Lords:
Region Capital - Enables the owner to collect from the region it's attached to.
World Capital - Enables the owner to collect from the entire World
